Biography: Cesar S. Rodriguez received his B.A. in English from the University of Texas at Austin, his M.A. in Spanish from Purdue University, and his J.D. from William Mitchell College of Law. While in law school, Mr. Rodriguez interned with United States Magistrate Judge Adriana Arce-Flores in the Southern District of Texas in Laredo, assisted in preparing the lead defense counsel for the United Nations International Criminal Tribunal for Rwanda, and won an appeal before the United States Department of Justice Board of Immigration Appeals.
